Welfare fraud

So on the news I heard a story about a new program for welfare recipients.  It will give them an additional 200 beans to buy school supplies per kid.  Thats alot of scratch, I never got that much spent on me as a kid, though things were probably a little cheaper 10-20 years ago.  The kicker?  they don't even have to prove the kid is in school, the news alluded to a parent of a 3 yr old being eligible for the money, three year olds aren't even in school...  There is also no way to ensure the money is being spent on the child.  Why not do it like WIC or food stamps?  Only certain item are allowed to be purchased.  Well, New York seems to be pretty good at wasting money and being asinine with law making so this isn't really much of a surprise.  At least we have out red light camera's, lazy, greedy officials looking for extra money even though it will probably take many years for those stupid things to pay for themselves.
